mate, did you ever heard for google ? :D try with warez, forums, uploading tut... and you will find a bunch...

Just go to Google.pt for example, type in: "warez", select from the sidebar show pages only from the Portugal. Click enter.. And check the results.

Play around with the search terms, do the same for other countries..

it exists many threads already with huge lists of warez sites. some of them has potential.

but you will definately get forums worth posting at if you use google as your main source to find your forums.
