I have no idea whats its called, but its an app you can put on a flash drive to fix/restore files on pcs that don't/wont boot up fully.
its like 200MB i think

long story short, i have a pc that is missing a dll and wont boot, works fine if the dll was there

Put your windows cd in, boot the disk before startup, and repair your windows.
Installing new window is the best solution when it comes to virus infections.
you can use recovery console which is provided in xp, dont know if its there in 7 !!!

@LockDown, I have BOOTCD13 -- it MIGHT work, but it's not the one im looking for

i dont have the original xp CD for the computer because its not mine, thus why i am asking for the utility in the first post.
