Dreamweaver is a general purpose web designing product so its ofc superior to artisteer ,being an Adobe product , it integrates with Adobe photoshop very well , you can make your design in photoshop slice it and then directly send it to Dreamweaver
Artisteer is limited to a few CMS namely drupal , blogger, wordpress (not sure if they have support for more ,but these are the ones I know it supports)..
So if you want to make themes for a particular CMS that artisteer supports , it will be wise to choose artisteer ,for anything else Dreamweaver would be better ...
They both have one thing in common a GUI , that is pleasant to your eyes , and gives you live preview as you edit your design ...
