It's PHP and appears to be their own custom source or they removed all copyrights out of it.

You can get pretty much the same idea using WordPress - a free open source blog (Used a lot for CMS/Dynamic based websites with a lot of plugins that can pretty much do anything.)

Yes it is a custom script, but it is not hard work to code something like this , you can see this when you look at the source code. Or they remove all copyrights but i don´t think so ..
