What kind of hosting will I need?

I'm planning on starting a forum - a black hat webmaster's forum.

I want to ask what kind of hosting will I need for that? Onshore or offshore?

It will be something like IranJava, or Blackhatworld.

I think that as long as you will not link to copyrighted material, there is no legal issue with black hat forum

And what if I provide download links to copyrighted stuff, BUT do accept DMCA notices and take the stuff down if a DMCA complaint is received.

It won't be hacking. It will be a webmasters forum along with a lot of downloads to other people's stuff (99% of which is not copyrighted).

If you are linking to copyright material go with offshore.
If you go with onshore you might get away with it for a while but eventually you will get booted.

But I see that BlackHatWorld.com is hosted with HostWinds which is i the US, and they do not allow anything illegal. Yet the site is pretty much up and running.

Is there any warning, if you got the DMCA report ?

I have an onshore hosting. I put a copyrighted stuff on my site and got DMCA report. Without any warning, they suspended my site
