What is your average download & upload speed, and also your country's

Hello, I am developing some kind of an app and I kinda need to know:

Your country:
Your average upload speed at home:
your average download speed at home:
Your country's average:
when you are outside your house with your mobile without WIFI; what is your average download & upload speed?

Now, I need the actual download & upload speed;
In my country (Israel) the internet companies use a little trick: They advertise 1.50Mbps upload speed where in reality
you can only upload on a max of 150 Kbps. So I need the actual speed.

Germany here..

Notebook over WLAN:
Download: 50.59Mb/s
Upload: 2.48Mb/s
Ping: 17ms

Phone 3G:
Download: 10.25Mb/s
Upload: 4.25Mb/s
Ping: 55ms

According to an article: "Speed test results show an average of 8.90 Mbps download and 2.65 Mbps upload speeds across all mobile, tablet, and desktop devices tested"
This needs further research as upload speeds on mobile networks are so much better. (LTE: 150/50 - Cable: 200/20)

This is decent since since I'm paying for 50/2 and I usually get 52/2,5. Mobile speeds are ok too, since my phone is not designed for European networks.
