VPS What is VPS And How You Use It??

Hi Guys, I'm a noob at these things so was wondering if you could help. I wanted to know what a VPS is and how you use it. I mean what benefits does it bring and what does it mean by the storage, Traffic,Ram etc in VPS
160GB Storage
3,000GB Monthly Traffic
1.6GHz Pentium E
2GB RAM
and how much is appropriate to buy. If i get a upload speed of 100kb/s and download speed of 150 so by using VPS can i get a speed of 8-10Mb/s both in upload and download??
