What is the best software to edit photo on windows?

I took some photos by my Android Moble Phone on the occasion of my elder's brother wedding and then I uploaded these on my PC's folder. I need to edit these images, can anyone please tell me about the best software I need to install on my PC for editing purpose?

3 years ago I try for the first time in my life a photo software editor. It was Gimp and personally for me is the best. I don't know photoshop but with Gimp I can create and edit everything.
