Price don't matter too much as long as safe, easy , reliable etc...

It depends on what you want to do with it, If your not sure grab a $4 RPD to check it out.
If you want to build your ratio on a tracker get a little RPD that allows seeding and seed some torrents.
If you want to repack files and upload spend a bit more $ for more resources and check the RPD isn't IP banned from the Filehost/s you want to use.
