What are the factors affecting page rank and alexa rank ?
I saw a site having 15k alexa rank and 1/10 page rank. Why this happening ? Aren't they are depending on visiors ?

Pagerank has absolutely nothing to do with the traffic a site gets. The ONLY thing that determines Pagerank is the domain's link profile. If you have a good number of high pagerank sites linking to your site, you'll get a good pagerank.
I have a PR5 site that gets only around 20 visitors a day, and a PR1 site that get 1,500.

As for Alexa, it's bullsh!t. Alexa measures the number of people that have the Alexa toolbar installed in their browser that browse the site compared to other sites. Because of this it is VERY easy to manipulate. I can take a brand new website with 0 visitors and give it a sub 100K Alexa rank within a few weeks.
 
Now a days Google page rank depends upon the high PR quality back links which you got from high PR domains of your same niche where as Alexa ranking depends upon traffic flotation of your site. Page Rank is the trademark of Google only. No search engines are giving page rank to sites. So try to build back links to get PR from Google and attract traffic for Alexa ranking.

Your comments are deeply flawed.

1) Pagerank depends on the quality of your backlinks and has nothing to do with the niche of the origin of the backlinks. I can have a Gay gangbang porn site. If I get a homepage backlink from CNN.com my pagerank will most certainly skyrocket. Don't confuse SERPS with PR.
2) What is "traffic flotation of your site?"
3) "No search Engines are giving page rank". What is Google then?
4) You attract traffic to attract traffic. You don't get it to achieve Alexa. You can have a million visitors / day coming to your site. If none of them have the Alexa toolbar installed on their browser your Alexa rank will still be shit.

Content is one of the important factor in SERP. Search Engines loves unique content and tends to rank those pages higher. Content also tells the search engines what that page is about and which keywords are stuffed in it. All they want is a quality and unique content with intelligently stuffed keywords in it.

Google Search issues PR and it has nothing to do with your search engine rankings at all. As everybody said, do not care much about Alexa. BUT if you are going to flip your website soon, start catching up on Alexa rank too. You will need it to impress potential buyers.

Again, PR depends on nothing but PR of the pages your backlinks are on.
