Website Down & Reinstalling "message"

Guys I have question.

Some sites under maintaining process running admin put message "The site is down due to hardware failure. We apologize for any inconvenience."

I think it's index.html (put this words).

For Wordpress

public_html has not any file & folders. it's completely empty. backup installing process running, we upload ftp backup 1stly Can we put a message '"The site is down due to hardware failure. We apologize for any inconvenience."" like this.

not plugin maintaines mood.

When we uploading files some one download config.php like these.

any ideas.I'm newbie for backup & site reinstalling

Delete ".maintenance" file in the root folder.

if i get u.
rename the index.php file in wordpress root directory some thing like index1.php

and create index.php file and add this description u mentioned above , and put in wordpress root directory, after doing maintence rename the index1.php to index.php !!
