dont start image hosting sites on a shared hosting..at least get a vps..
also decide weather you allow adult images or not..

Go for a vps which has got good hdd space ( 100 Gib ) and more than 1 Tb + bandwidth..
there are many options for you

select which fits you budget, all of the above are pretty good according to reviews..and I have good experience with wrzhost and scopehosts..have not tried openVServers yet..
