Wanting To Start A Site/Work on One

Hello All, This will be short but sweet.
I was thinking of my old site DLthe.net which has seen its share of up's and downs.. But what no one ever knew was I had no help with that site.. I had done everything myself. On that note, i was going to bring it back online but realized it was beyond repair ,due to downtimes.
I do want to start another site with someone who is willing to learn and stay focused. Not someone who wants to get a "big" site that has 1000+ Visitors a day.. Something that will gradually grow, bigger and bigger. Maybe even private only who knows.
so in bold here is what im looking for:

I Am Willing To Start a New Site with 2 People.
Willing To Join An Existing Site to help make it better.

I can NOT work for more then 3 sites.
