Directadmin or Cpanel/WHM (I know DA is cheaper than Cpanel)
Budget under $30
At least semi-managed.

or Lxadmin, budget under $20 (yes, I know what happened to them)

or reseller hosting with Cpanel/WHM
budget under $15

Do not recommend santrex.

The Cpanel / reseller is the only one that is reasonable by the way for a VPS with those specs (cpanel) you are looking at atleast $40 a month (cpanel is $15 on its own)

Drakul to be honest your requirement budget are too low to be able to find what you want on VPS.

Reseller/ 15$ month without problem will be hard to find too.
