Find a GFX forum you like where you can enter contests and speak with other GFX'ers to improve.
Use tutorial sites like these to improve:

Don't expect anyone to teach or guide you, you will have to learn the skills by yourself.
No matter how "bad" people say you are at first, keep at it.
Beginners' GFX work get flamed like hell on gfx forums.
A lot of people try, and give up due to negative comments. Practice to get better.

SJ gave you some really good links, I learned from reading tutorials and practicing. There are tons of graphics forums you can go to and learn from. Simply search "graphics resources" via Google. I would also visit deviantart (tons and tons of resources and tutorials) and WBB's GFX section, they've got lots of people there who used to suck but now are decent.
http://www.blacksungfx.com/ is what is used in the past when i was making signatures as a GFX member.. it has renders and various tutorials.
