VPS Host for Rom Site

I'm looking for a VPS host for a rom site with a minimum of 20 gb space and 150 to 200 gb bandwidth. I'd rather more space and bandwidth but I don't want to be paying more than $20 to $25 USD a month. It can be unmanaged which is fine. Obviously I'll need to be allowed to upload roms which are considered illegal. I'd need to be using webmin because I don't want to pay for a control panel. Kloxo/LXAdmin is not really an option with the state that company is in right now. Please post your offers. Even if you're out of my price range post your offer anyways so I can check it out.
