i got kloxo installed and seems to load settings really fast as should just going to upload a small file and see if it fast downloading just busy doing something at min but will give feedback of speed in about 30min
 
thing i noticed if i download max i get is about 200kb which is about 2meg but if i use download manager i get full 20meg which its like its stricted speed on using standard download
 
I pay $40 for pretty much the same specs, only my cpu is 8x Core and the uplink is 100mbit.

Clearly he/she is overselling.
(and/or doesn't provide any support)
