The person mentioned that they upload there videos to Cloudflare streams and it automatically encodes it to lowere resolution and then you can just grab the encoded files and delete the stream from Cloudflare.

Although it seems like they dont allow control over the encoding parameters.

Cloudflare do not have option to consume their CPU data, but they have option to cache your videos, which we probably won't do as cloudflare IPs is blocked in some countries and is slow in some countries.
