I don't know if this can help you out but here is a process.
convert your vbulletin to a phpBB database and then convert the result DB to a bbpress DB and then integrate the bbpress with your wordpress blog.
It's not the best way arround but you need to search google to get some tools and read some other ppl experiences.

I think you cannot convert it from vBulletin to WordPress.

U can post ur topics, using rss, but there is no VB to WP

I have found a script but it will convert your forum posts only and u have to do it do it thread by thread.

you can buy the script from there it worths 15$ I think.(there is a lot of nulled copies out there and I don't know if it's against the rules to provide a download link so you can use google to get it).
You can merge the users in wordpress like what I've said in the first post.(installing bbPress)
