admincp > SETTING > on post setting i have vb in french so its "Envoi et modification des messages"

If you wish to do this in English goto your Admin CP. Now goto 'vBulletin Options'

Now click 'Message Posting and Editing Options'

Now find 'Minimum Time Between Posts' and enter '30'.
