Is it possible to withdraw money from my WM account to my local bank account directly without agents even if im not a part of a russian country?

First of all you should get a personal passport:
The obtaining of personal passport from verification center procedure:
• Sign in on web site of ID center https://passport.webmoney*****asp/aProcess.asp and leave the request for obtaining personal passport (use the link « Receive a personal passport »). Make sure to select the Verification Center (WM Passport Service WMID#464889785562 (WM Passport Service)) as your registrar. Then pay for the verification services through the special interface (click the Pay button at https://passport.wmtransfer.com/asp/aProcess.asp). You will be charged 19 WMZ for a Personal Passport.
• Print out and fill in an Application for a WebMoney Transfer Verified Passport (https://passport.wmtransfer.com/pdf/Application_Individual.pdf). Certify your signature on the application at a notary public.
(Make sure that notary put a stamp on the application form and make a description at the back of it)
• You needn´t certify a copy of your passport.
Make sure to provide us with a contact phone of the notary and send the notarized application and a photo copy of your passport by registered or ordinary mail (with no value declared) to our postal address: 119049, 7, bldg.1, Koroviy Val str., Moscow, Russia, Webmoney.
All the documents received are checked for certification by a notary, so we need you to make sure that your notary speaks English or Russian. Also all the contact data of your notary should be stated in the letter. We need a web-site of the notary where we can find e-mail and phone number to contact.
 
There is another way to get your money out from Webmoney without the need of bank or getting a Personal Passport status and at minimal predefined cost, PM me if you are interested.

Yes it is. And you don't need a personal passsport. Formal one is enough.
