Admin told me he'd process my request last week (PayPal) but still nada.

hmm thats strange. the last payout i mean (i know the uploader) was paypal too. doublecheck your payout infos and if its correct, send him(userupload) your transaction log of your paypal account to proof you diddnt get it.

till now userupload was very trusted for me.
