I have checked your account, you have many downloads from Tier 3.
And also many downloads have more than 3 counts which won't be paid.
Here is one of my another user stats which has similar download count but more earnings.
He has more downloads from Tier 1 and 2.

We need to be realistic in terms of rates because we have to pay uploaders.
Ads rates lately has been very low and other hosts are struggling too.
Rates will stay what it is for now however if ads rates improve. We can improve the rates.
We will monitor this.

The previous rates I have to be honest it's more than what I earn from ads.
In fact, I have to use my own money to pay in order to have those rates.
And we have not even count paying for my servers and all.

Regarding rates, it depends on ads revenue.
Currently it is low.
If it rises, I can improve rates.
Other than that I am in no control on ads revenue as the ads company are in control of it.
