Is there any tutorial/Guide to create Vbulletin theme from scratch ??

they make themes from "Photoshop"

Design the layout in Photoshop, I recommend a size of around 1000x1000.
Slice the design in Image Ready and Save/Render as "HTML & Images".
Copy sliced images to forum root & copy code from HTML to correct vBulletin templates.
Thats pretty much it.
