turbobit acts depends on country

when I connect direct SPAIN ip
turbobit gives me NO paypal

but if I choose proxy from norway as you see above
system gives all payment methods and extended my account

how its possible ?? what is difference of norway?

It doesn't seem to be PayPal you have the problem with.

Its the website you're trying to purchase something from that is not allowing PayPal payments from Spain.

Well, it's turbobit's choice of which payment methods they accept from differect countries.
