Hi, I am in need of a reliable offshore webhosting. My needs are as follows:

1) Maximum $10/month
2) Luxembourg or Russia datacenter/jurisdiction. Or any other location that can completely ignore
DMCA/Court order from US/UK and keep my information 100% private.
3) Don't need much space, not even 5GB, but need at least 250GB/month bandwidth.
4) Some type of DDOS protection. My site will not be a target of DDOS but I don't want my site going down or becoming significantly slow
due to other sites on the same server being attacked.
5) 99.8% or better uptime and fast page loading for US and UK visitors.
6) cpanel + wordpress

I do not link or host porn, illegal content such as c*hild porn or gore, or US copyrighted content such as movies, music, or games.
But my site is for 18 or older and I do link to filehosts.

All of them is offshore hosting..

I already talked to them. They DO NOT ignore DMCA. They require you to remove content if DMCA complaint is received.

No host will ever *ignore* DMCAs as it will lead them to face charges against supporting something against the law. But it depends upon the server's location. Different countries have different laws against copyright. Some have tedious process of filing for a copyright complaint and hence those countries would be somewhat safe but not bulletproof.

I guess scopehosts.com is good as my friends have similar website hosted on there network, and got feedback from them they are pretty good, but not sure if it will match your budget.

try contact if it suits ur budget.
