just read what Claire-Parker wrote on this page again. password protected files raise suspicion and they might just suspend your account for good and ask you to provide pass for each of the file in order for them to confirm the content !! all the issue here is about the transparency of the business and paypal and CC both want a way of monitoring the DMCA removal process . Paypal want to legalize their own association with filehostings, thus enforcing much stricter policies. They certainly love the money they get from transactions but they dont want to get into trouble with authorities so they want to prove that they have full access to the Database of filehostings and monitoring the filehosting they are working with closely to ensure they stay true to their TOS ! paypal is just thinking about their own benefits, thus forcing these stuff on filehostings. filehostings can comply but then the area of movie uploading is absolutely over since im sure papyal want every user who upload American stuff totally shot down on the spot !

If all our uploads are in rar files protected with password??How will they check Illegal files?Will they have a big surprize?Or we will have a surprize and accounts suspended? :D

Password rars are sadly the sort of thing that child abuse material is hidden inside. Of course most people like 99.99% dont use it for that, but always a small minority ruins things for others whom have legitimate uses.

The main concern there is hiddden child abuse material. It seems that password rars make it hard to investigate the abuse charges. I mean its will be a terrible job but someone at these agencies will ahve to verify that the material is what the abuse notification says it is.

Im not sure how hard it is to crack open pass protected rars but probably hard enough

what do you think about https://www.merchantinc.com/ ? they offer credit card and accept filehost without problems, one thing you must have bank account in USA.
for a few members: please don't be ridiculous it's just a supposition

What this essentially means is that only the oldest and very largest filesharing sites have been accepted. Paypal in our opinion have taken this stance to protect their own financial interests.

They want to keep working with the very large filesharing sites because they generate LOTS of revenue for paypal. Whilst seeming to actually be taking a stance against filehosts. Of course this will be obvious to all but the most foolish of people.

We can't say which ones have passed this pre - approval but obviously sites like hotfile and other GAINT sites from the past have not escaped paypals attention and they know they are file sharing sites, they still work with them so they must have passed the pre-approval.

However newer smaller sites are not allowed to pass or even attempt to pass the pre approval even if they have exactly the same business model. We are not sure if that is strictly speaking 100% legal or not.

However any smaller sites paypal are cutting off and trying to look like they are taking a stance against even fully dmca compliant filesharing sites whilst knowing really that by keeping just one of their giant filesharing sites alive it is equal to 100's of the smaller sites that do exactly the same thing.

So in short any and all new filesharing sites that are not giant in size will eventually lose paypal even if it never has one dmca or one adult file on it, because all filesharing sites need pre-approval but are they are not accepting any more of them to apply for pre -approval. You can just start using paypal but once the identify you as a filesharing site, they will just say whoops you didnt do pre-approval and you need to do that first. However sadly we don't do pre-approval any longer even though it is still on our website so actually you're out.

The next bit of news is that coming down from above is this set of rules. All processing through 3rd parties or through even your own merchant id is going to have to comply or lose processing capabilities.

It seems filesharing sites will need to give admin access so that they (3rd party billers, paypal, etc) can monitor things like files uploaded and dmca take down notices and subsequent file deletions and account deletions.

All will operate under a 1 dmca and you're out policy. It could go further than this.

I can't really say more at this time. Since this is all i have been told.

I think though it is only fair of me to tell you all that for now only the oldest and most largest File sharing sites that have paypal will continue to operate as before since passing the paypal pre-approval will have actually protected them to a degree more so even than a direct merchant account since it will be a very unattractive idea for visa/mastercard to stop working with paypal. Since even a dmca's, child abuses or any notification if dealt with as paypal requires will not result in losing paypal processing. However the same can probably not be said for a visa/mastercard direct merchant id or 3 party processor.


We are not letting squillion go down, we will find solutions, however to find secure solutions and implement all the new demands they have will take time ( even the billing company that has agreed to work with us has now demanded the same things) , we don't expect you guys to wait around for this of course since you need a working solution now. So based on the knowledge we have we would recommend a large established host with paypal if you wish to find a secure base to work from. The reason we say this is that even though it will not be your own fault, if you are working with a filehost and other persons using that same service are uploading disgusting material and other illegal things that are against that hosts TOS but the host does not locate quickly enough and remove in time they will lose their processing soon enough which will effect you.

If you however you can find a GIANT and MATURE site that has passed the paypal pre approval and it sticks to its pre approval terms then it should still be okay.

We can't say for sure which have passed, but it makes sense that a very old site with a giant traffic source that has paypal will have passed. Think of the largest you know and check on alexa for this.

I have given you 100% of the information i have access to in this post so i can't think of anything else to say right now.

As i have said i wish all of you well and when a new billing solution is found i will announce it along with any other news.

When paypal eventually releases the funds, we will get those paid to you via any methods we can. Since we were paying daily there is not a huge amount locked in there, but of course you guys all want what is owed so as soon as it is released we will pass that on to you.

Thanks you Claire-Parker for being honest and open with the affiliates. i will support and continue working with you guys once the new payment gateway is settled. Once and for all, Squillion is NOT meant to host any disgusting materials pertaining to child abuse, child pornography etc. WE ARE AGAINST with those kind of materials and i know Squillion people will never tolerate that kind of stuff. Some people are just using paypal issue to let the business down.

Hi :) squillion will not stop functioning, new billing methods have been found, they are working on meeting all the requirements of these new billers to enable a secure relationship.

But, you have no issues with Squillion profiting handsomely from the same pornography.

Thank you very much for you kinds support, however to be honest with you 100% - the time line for this is not certain. Squillion is certainly not shutting down since there is no legal reason for us to shut down, we are 100% compliant. You can't seem to hurry these people up, they are so slow.

However it would seem now that 100% compliance is not enough to ensure secure billing. They are enforcing new measures beyond our control to enable us a secure billing environment.

My advice would be to find a very large and very old filehost for temp refuge. This will actually wind up tightening up things for sure, but eventually there will be a greater understanding by billing companies about where they legally stand on things. If a website is complying with the law, there is no reason for them to terminate billing. Actually im sure sooner or later one of the largest hosts will step up and show that you can't legally damage a company's reputation for things they are not legally responsible for.

We will announce when squillion is back with a secure billing mechanism but no point in going with something until it is rock solid. The site need actually lots of modification before we can get card billing back. These billing companies require a lot of access to the site now to protect their interests. They can get their processing capabilities taken away if they are not following the latest guidelines they tell us.

Some of the latest guide lines

1 x dmca notification entire persons account deleted and banned for good

Full admin access to be able to check dmca and related file and account deletions

These are just a couple of the requirements all billers will be forced to follow very soon.

Measures against child abuse being uploaded - a total ban on password protected files.


Quite a few other measures too. These are very similar to the paypal pre-approval thing.

Squillion is my favourite filehost and work only here. It's hard to believe that Paypal limit this. Is there any update policy to continue claire?

Squillion will not close, however so many changes have to be made before any billing can resume.

I would strongly suggest movement to a large and established filehost in the mean time.

Sorry about this, but it is beyond our controll and i see it effecting all filehosts that do not meet the new measures in very short period of time.

Perhaps 20 fileshosts have gone this week and not just those, with paypal many are losing their billing methods regardless of whom they use. Even resellers are having their billing taken away if they are working with fileshost that have not implemented these new measures.

Some blame the recent campaign by r king, however it would seem to be more of a push down from the very top level to bring in more comprehensive measures to ensure full compliance with current legal requirements.

The disturbed inviduals that have uploaded child abuse material to all of these filehots are mostly to blame since no company billing or file host wants any association with that vile material, in uploading this they have given a lot of leverage to persons wanting the complete destruction of the file sharing community even those that follow to the letter their TOS.

If file hosting can survive this period a permanent solution to deal with persons uploading this material must be found. They are ruining it for genuine users.

We have as yet not been able to find any of this disgusting content on our service regardless of claims it is there. However, if anyone has uploaded password protected rar files then they need to contact us at once with the password else the entire account will have to be suspended. We can not take the risk something like that is hidden in those files.


As far as paypal and the other billers have reacted.
It's quite a heavy-handed way of doing things, they could have given a time span to bring in these measures, however that's not how they've chosen to do things.

In the future if any account generates a dmca or other legitimate abuse notices the newly request admin powers will let them (paypal or other billers) directly take out the account holder or monitor the filehost takes it out in a most timely manner.

If any site ever wants to enable card billing it would seem these new measures will have to be met.

In summary for now, please seek out an established and very large filehost since it could take time to give the new billing company all they want before they will start processing. That would be in your best personal interests for now.
