Speed limit upload filehost or provider?

Hello all,
i have a connection problem with my server, so i dont kow if is my provider (Hostdzr) or filehosts (uploaded openload) because when upload file is very slow, especially in the afternoon or evening, but for a couple of days even in the morning, if I test the connection looks good 300/500 down 10/35 up (I have 1Gbts line)
I write to uploaded and which they provided solve the problem 5 day ago....

For you is provider or filehost?

Edit: 300/500Mbits down 10/35Mbits up (I have 1Gbts line)
but upload speed is 1Mbits Max
