Hiring Some one to make a program for autorar + more

A program ( or anything can do this job ) to make an action while having a lot of folders :
​

what I have and what I need to do :

- I have :
I have a server that have a lot of releases ( like 100 folder each for a release ).
The server has quad cpu and 8 g ram so no worries about crashing or somethin for heavy work .

- I need :
Turn each folder to rar files 100mb each part and with a password ( 1 for all ) and before raring the folder , have to add a shortcut or an info file inside and changing the folder name (by adding my site or a specific name )


Updates :

- need a program for uploading to many file hosts ( using my own and unmetterd bandwidth xD )

Willing to pay 20 $ for such a program :)

i could probably help if your OS is debian but you will have to use it via shell, no gui or windows :P

search google for a few ideas, if you cant find anything or no one is going to help lemme no im sure i could make things work 8-)
