I'm quite interested how did you get the idea for such name? I'll be honest. There is already one forum called 'SmartWarez'. It exists more than 3 years (I think.) when you think about 'SmartWarez' as a name for the site, you'd say it sucks. But in this case, SmartWarez.org , it doesn't sucks. It's a community now, there are people on the site who are still on it, because they met someone there. They aren't there because of the template, forum software, or anything else. It's actually kinda hard to achieve something like that with name for the site that doesn't mean anything. In fact, It's stupid. Warez can't be smart.
Your second mistake is domain extension, I'd never pick .to for a forum, even though you have a nice slogan that's connecting with your site name. But still, I'd stick to .com / .net
You haven't even figured out who will you be targeting? Age of your potential visitors? Content? Template?
Someone who is desperate for some thread would register on your site, or someone who is underage. Because gaming forums are using such dark templates, not warez forums. Some random warez forum is targeting all people, color doesn't matter, neither the age matters.
So you need to find something that everyone would like, something that's so common that no one would have anything against it. Just look at the WJunction template, It's simple, lite, not full of unnecessary graphics.
You basically have no content on your site, and I assume it will be some random content, you'll be trying to get some 0day releases. From which you will only have some visits from Katz. And DDL traffic is nothing, It's worthless shitty traffic from countries like India (no offense, most valuable traffic is from USA) , it will get you bots, and leechers.
You need to pick a niche from warez, you need to focus on something that others aren't. You could create a page on Facebook, regarding your forum. It could be called "All movies produced by Columbia Pictures will be released!" , that's just an example. But people would get quite interested in your site if you really do collect all movies that were produced/released by Columbia Pictures. It's all about the details.
Next time, think about the site concept. Don't just buy the domain, hosting, and don't just install vbulletin, pick some mods and template. That's the easy part, there is a manual for that, and manual for 'how to create a successful site does not exist.
