site online and offline on some locations

what could be the reason my site is online on my side but on most locations it's offline?

says offline, Katz detects it offline too.
how come?

i dont recall updating it.

btw, i think it's up now.

this little button was red and i clicked it to green and all seems work now. what is it for?
