Server Need Maintenence.. But I'm Not Aware

I got a New Dedicated server 2008. Everything is working good but problem is if I download more then 2 files then downloads keep stuck after 2/3 second and then start.

While if I minimize everything and start even more then 30 Downloads then its download all files with full available speed from Host.

Down time is Just when I Maximize IDM window
Kindly Help me in solving this Problem

I'd suggest that you check with your hosting company to check if it isn't a hardware issue with the NICs.
