Phished or not, if he bought the game/key and sells it he can reclaim the account by giving Valve proof that he legally bought it.
In a nutshell: If you buy this or any steam account and the person who solled it reports the Steam account as stolen you are fucked. Even if you can provide Steam proof that you legally bought the account from someone...
I strongly recommend NOT to buy Steam accounts. They are scammers heaven. For this reason I would also suggest not to allow Steam acc sales on WJ. The only safe way to get cheap Steam games is to buy new keys. Not an account.
