Ecatel: They are now better than in the past, so they still have some outages of the whole networks, sometimes (that's why i have more servers over multiple locations so that i can shit traffic to the other nodes)
PrivateLayer: Afaik they will ignore DMCA, as long as it's not that many. If they get kinky, they will forward them to you, then you will have to do s.th. about this
PRQ: not really cheap, so to speak.
Iran: never tested
Lux: root.lu will ignore DMCA, but they will kick you really really fast, if you host s.th. they don't like. They kicked me from their servers, because i had a forum discussing lolicon-laws around the world.
Russia: as long as you don't piss of russian people, you won't get a problem. As one of the many russian DC-Ownsers said to me: If you do illegal things (in russian law), tell us and we will block all russian-IPs from accessing your server
just writing a few more infos:
Belgium: Part of the EU and will honor every copyright-treaty ever created (same as germany)
Romania: not good. Even voxility will vorward DMCA-Requests and you have to remove them, otherwise they will bann you
it depends on what you want to host. Many (real) shared-Hosting-providers prohibit image-scripts on their servers, simply due to the fact that you can generate lots of IO.
Many of the Requests you will get for normal hosting won't include images, though it looks like they are now even going after hosted images.
if you are going to host more ... special kind of images like cp, you won't get any hoster allowing this.
if it's just for screenshots etc, use an existing image-hoster
