In voxility/limehost you will pay setup + VAT. In a reseller can get this offer.

1) They send me the spec list and price, traffic is unmetered but 500euro for guaranteed bandwith

Voxility is almost the only active dc in RO. All others are co located there. They are cheap and there is no need for VAT if you are outside of the EU.
