Yes, it's there for a reason.
When you report spammer, like cvv spam, which you had experience to see, and this is why this thread was created, we deal with all his threads at once.
Hopefully that makes some sense to you.

I understand what you mean but what if some members actively wanted to seek out threads that needed reporting and then wanted to report them all at once, it would be a bit annoying having to wait 15 seconds before you could submit the next report, it could put some users off reporting as they would be bored during those 15 seconds.
 
Instead of lining up posts in tabs and trying to report them all at once, try this: once you find a post that is good for hitting that report button, don't delay it, hit it immediatelly.

In normal usage, 15 seconds is never to be seen. (I know, I reported massive amounts of posts) No one is using this forum to do only reporting, or have a daily task of reporting topics. How we see it, when users stumble onto something, they report it, and continue to use forum regularly.

It is there for spam bots, and abuse. (yes, it happens sometimes, and it's insanely annoying when it occurs)
 
I do like the ajax report system they have on warez-bb. Something like that would encourage you to report as you go through topics rather than lining them up.
 
Never been a fan of the delay system... But like cvrle said, it's there to prevent abuse and to keep bots out. Would be rather annoying if there were reports coming in at a fast pace. And I don't think any moderator is a robot ? It should take you at least 15 seconds to move on to the next report and review it for moderation. Even if your mass-reporting threads. And there shouldn't be mass-reporting if the moderators stood on top of there jobs. So this would be irrelevant depending on how you see it.
