You can always start your way as a sole trader, and once you're fit enough you can register a company, it's not a problem starting without a registered business, but having a business existence is very important, it opens for you a door full of benefits and advantages such as better pricing with providers/merchants, customer trust, legitimacy, business loans/over drafts and much more, the list keeps going on and on.

Good luck!

However, as an alternative, you can just start Hosting business by purchasing a Dedicated Server/VPS or Reseller Hosting.

This is what most hosts do. They start with a few partners (or even alone) and register their business later when they feel it's a good time for it. It's definitely not a must to register a business in the very beginning.

You forgot to mention " Purchasing the Hardware " :)
