Recommended hosting?

Anybody recommend a VPS that's offshore, but not located in the Netherlands, Germany, or France. Sorta looking for either Russia or the Ukraine.

This is a new site so we're not looking for an insane VPS but something above average.

We would also like someone will live chat, and telephone support.
