Simply reason is that way they would share all rebills with us.
That is too low profit from their view.
Anyway, with implemented rebills by ID most of us (workers for years with RG) would have rain of rebills almost every day

1st payment using the "PayPal" option. Payout July 31, was paid today, July 31st.

There is no hold anymore. You can only change for future payout. The pending payouts are still using your old method
