Non-registered users can download several files per day but only one download gets counted for the PPD plan? or they can download just one file per 24 hours?

I'm ok if they just pay me 1 download per IP/24hours, but if the users can't download more than 1 file per day, they are going to ban the filehost in the forums i post.
