I was wondering how would I promote a fan site ie. for a celebrity

Fan site can be easily promoted. Just go and make friends with all media pages from facebook to linkedin etc., and share information with them and vice versa..thats it and it will get good hits and also...you write about it in many blogs etc., I had similar experience before...It was on Hollywood gossips and that was really great to work.
