You are using leaseweb for your VPS right ?
The problem is 100% with their hosting, create a ticket with them please.

I get a good 20 MB/sec from a VPS with www.digitalocean.com

I could get 1mb/s in the past but today only got less than 500kb/s. Something wrong with your server!
That's no problem with my VPS! I got high upload speed for other host.

Yes the reason is that they are overselling the bandwidth, I get easily 20 MB/sec from UK so its not a problem with the servers.

We currently have more than 7 Gbps dedicated & unused bandwidth available. This can be doubled with a couple of hours notice
I tested it earlier today by removing all speed limits for ALL downloads for 1 hour and our servers was able to handle the load without any issue at all

P.S. the other hosts you are uploading to is in the same data center as you are uploading from

I still can't get it why upload to PF is so complicate .
I upload to rapidgator, ryushare, uploadable, updown, secureupload! and no one has this problem like privatefiles!

It doesn't look like any of those sites are hosted in USA.
The bottleneck appears to be between leaseweb and USA. It's something you need to address with your VPS provider.
I can't help you since the problem is not on my side.
