PayPal for Indians -- New system in affect

Hello,

recently when paying my bills i just found that i cannot use my paypal balance anymore and now need to use my CC money its a bad option!!

anyone have a alternative for like a online virtual credit card which can be used as my bank account online or something and i have now requested money to be transfered to BANK account and then i will have to pay my bills!!

anyone have alternate please inform me?
