Forums takes longer to be popular than a website
About alertpay domain, there are few threads about that.
And I think it was better to first think of your project, and then buy hosting.
Your site should be about something that interests you so you don't lose your motive.
I can't tell you for example to make site about bicycles if you don't like them.

I would say that you open a wordpress blog and write what you are actually good in.
For Example:
If you're good in football, then make a site providing information on football, latest updates around the world, some popular football player's facts, etc. But do this only if you are crazy about football.
Also, honestly, no one would give you an idea. If others have good ideas, you'd be seeing every other single guy becoming the next Mark Zuckerberg. So you have to run your own brain and think think think.
(Hint: Make a website about something which you do often - cooking, football, reading books, etc. as it'll be easier to maintain for you).
