OS:Windows ..................Linux if fully Managed( cause I'have no knowledge about it).
Unrar/rar

I can offer you a vps with those specs for 60 USD.If you order before 1st Jan 2010,you can get a 20 percent discount for the first month.

Those requirements are massive for a VPS, you'd be better off getting a dedicated server.
 
On or offshore?

And if you are going to seedbox / rar & unrar, you shouldn't host a site on it. (it could have alot of downtime or be realy slow!)


Also, VPS's are not good for rar/unrar unless you have your own cores, if you have shared you might get into trouble with your provider.
 
Proabally better getting the seedbox seperatly, and hosting the site on shared hosting which I hook you up with. Pm me if you are interested, cant be that expencive lol
