You won't be getting something like that offshore for that price. (atleast something decent) offshore servers are more expensive than onshore, mostly because of bandwidth. Sure the hardware is cheap, but still doesn't balance out when the server needs more bandwidth.

Also for torrenting, make sure that the host doesn't cap your speeds after 1TB. if you are looking for 2 - 4 TB of bandwidth, you are better off with a dedicated server not a VPS.

Also be careful if you host so much stuff irc, websites, rtorrent, etc, because it can slow down your sites or vice verca.

I understand getting such a deal will be difficult to come by. Also, I usually don't get past 2TB every month anyway. If so, rarely.
