I might be wrong here but I doubt you will find a dedicated server for that budget but as I said I could be wrong.

Are you certain you need a dedicated one? Maybe a good VPS would be sufficent for your needs?

Ok so you want an offshore dedicated server for $60-$80 a month? To my knowledge this will (probably) never happen depending on what you need the server to do. You might get a cheapish one for that but for the sake of doing that I would think you would be better off on a VPS. Dedicated servers are powerful and as such cost more money add to the fact you want it offshore and the price goes up further.

Worldstream are well known for their dedicated servers and hosting in general they come highly recommended.

The servers at Worldstream start at 45 euro's a month so about $70-$80 USD (at a rough estimate).
