You can't really edit an .fla file. It's a bit like trying to edit an image without having the original Photoshop file. You need the original .swf file which will contain all the layers and is easi to edit. A .fla file is like a flattened and compacted .swf file. All the layers are removed making it hard to edit or change.
You can download some programs that decompile a .fla file and turn it back into a .swf but their not great and generally only work with very simple .fla files.
if you have the .fla essentially you have the source. Use Adobe Flash ( i use CS3 ) and edit the file. You can decompile a swf and get a fla if you need to.
