I need a web script which can be used for streaming video advents. Thinking, user must pay via paypal or sms (get password via sms), which can be added and get access to stream´.

Why don't you use XVideosharing or Yetishare script , these script have such option. Also you can get someone to develop something like this for you, in that way it can be cheaper for you.
