Buying Need offshore master reseller with 100% Uptime.

Hello,
I am looking for offshore master reseller or alpha reseller with cpanel.
The main thing is i need 99.99% Uptime, so that me and my clients will not be facing any problems .
If there is gonna be any downtime , i would like the hosts to infrom me about downtime due to maintanence, so that i can mail my clients .
I need a reliable,friendly and standard host for reseller .
( My first preference is NL, Remaining all or next to it )
My max Budget : 20$/mnth

There is no such thing as 100% uptime unless your looking at Cloud hosting with a company that has a huge redundant cloud, which there isn't offshore.
Most web hosts do give notice if there will be maintenance, however some things are unplanned such as hardware and software failures.

Well i have edited the thread, though they dont give notice, atleast suggest me a nice NL hosting , currently i am with reloadin.com .
They are facing a down time now, So i am seeking for a new reseller host.
I have a doubt does VPS also have downtimes ??

Of course, whole servers go down. Secondly, as Daringhost said, it's impossible to get hosting with 99.99% uptime.
